StarEIs - Well, I'm fairly pale, with strawberry blonde hair and brown eyes that almost match my hair color. So you can imagine it's a little tough to find makeup that actually looks decent. I went and had a make-over done with a woman from "Motives" (makeup brand) and she actually hand mixed the base to match my skin color. She also told me that using a brush to blend the base is actually easier and better for your skin than a sponge or your fingers.
As for my eyes, she told me that for each eye color, there are shadow colors you can and can't use. People with brown eyes should NEVER wear brown eye shadow, as it blends your eyes into your face. In order to make them really POP, use purples, blues and other brighter colors nearest to your eye. WIth other eye colors, try to go for colors the are opposite on the color wheel (you know, complementary colors) and blend outward to your eye color or a darker shade (browns).
I use a light brown on my crease, a light pink on my entire eyelid and shimmery purple on the inside edge and outer edge of my lid. I line my upper lid with a shade called "Blue Thunder" (kind of a dark blue). Th Motives eye shadow is really cool in this respect...if you get it wet, it can be used as eyeliner as well, so you're not limited with colors. I use a pewter gray eye liner pencil for my lower lids.
